Centro originally secured planning permission in 2020 to convert half of the building into a tourist hostel. The loss of the existing entertainment use on Piccadilly Circus required careful justification. Centro successfully justified the proposed change of use with evidence supporting the importance of affordable visitor accommodation in Westminster, and how it supports entertainment uses. A subsequent application to convert the whole building has required the loss of night-time uses to be justified based on the client’s wider proposals to improve the evening and night-time economies elsewhere within the landownership.
